This paper describes the New Zealand experience in the training of technicians. Against a background of years of neglect, lack of awareness and an absence of policy coordination by employers, government and the technical institute system, the Vocational Training Council carried out a project to establish a foundation for future developments in technician training. The issues which emerged from the project relate to (1) the question of supply and demand (2) the variations in sector growth (3) the changing skills required of the technician workforce and the implications for pre-entry training and (4) the most appropriate delivery systems for ongoing training and retraining. This study was designed to determine the effectiveness of exposing students sequentially to classroom instruction and supervised industrial work-experience in technology education programs. Engineering students enrolled in a course at Kwara State College of Technology, Ilorin, Nigeria, were exposed to classroom instruction and supervised industrial work-experience. It was found that the exposure to supervised industrial work-experience significantly affected the performance outcome of the students, when compared with that of a control group. Show less

In 1913 the NSW Department of Public Instruction introduced a rule whereby people enrolled in classes in technical colleges needed to be employed in a trade for which the classes were deemed appropriate. This had the immediate effect of reducing enrolments by almost half throughout the state. This article looks at the lessons in this episode - now that pressures are once again being felt for reducing the ‘non-vocational’ (or ‘further’) role of TAFE in the community. A study is made of the kinds of ‘non-vocational’ courses people were pursuing in NSW technical colleges prior to 1913, and parallels are drawn between certain perceived skills needs of that time and today. This paper argues that there is a disturbing ‘academic drift’ occurring in technical and vocational education, turning good practically-oriented subjects into pseudo-academic ones. The paper argues that this is not the way to go and that more credit should be given for practical skills and experience and ,if a choice must be made, this should be at the expense of the theoretical skills. When assessing practical skills and experience, the judgements we make about performance in the workplace differ from the way we judge performance in all other situations. Finally, a technique is proposed for approaching the assessment of experience which identifies a need for the modern day equivalent of the master craftsperson to guide the assessment. Show less

The author’s visit to the Scottish School of Further Education coincided with the release of a report detailing a two year evaluation of teaching, learning and assessment in National Certificate courses taken at Scottish Further Education colleges. This article outlines the changes in the Scottish system to a new, modular, competency-based system, with the development of staff support and development, a curriculum development unit (the Scottish Further Education Unit), and the setting up of industry lead bodies. The article discusses the findings of the evaluation team, and points out that the evaluation touches upon many of the issues confronting TAFE in Australia. These include the question of standards, which lies at the heart of any discussion of criterion/competency-based education, the need for open free comment by all staff, and assessment techniques, including the danger of over-assessment in competency-based systems. The evaluation team has called for a holistic view of the student’s experience and for the combining of modules into coherent blocks in which assessment is meaningfully centred, well made and relevant. This research examines the question of whether a general industrial relations course taught at TAFE over short duration provides any significant change in student knowledge about the material covered and its relevance for their particular trade school. It was hypothesised that the teaching of the ‘Industrial Relations and Apprenticeship Module’, taught to all pre-apprentices and apprentices enrolled in trade courses at New South Wales TAFE colleges, would have a significant positive effect on the relevant knowledge base of a group of TAFE students. That is, that the present module is effective in meeting its stated objectives. The study is based on a pre-test/post-test design and pre-apprenticeship students are the subjects. The results indicate that there is no value, in terms of providing a lasting knowledge base about industrial relations matters for students, from teaching the module in its present form. Implications, in terms of the effectiveness of such general, short duration courses, are discussed. Show less
